DELAWARE RIVER PORT AUTHORITY | Camden, NJ

  • DIRECTOR OF HOMELAND SECURITY AND EMERGENCY MANAGEMENT, 2021-PRESENT
    After starting the Homeland Security program at the DRPA in 2001 and serving as an additional duty until 2006, I have
    come full circle and when asked to take the position back. My duties encompass all the homeland security processes,
    projects, and assessments for the Delaware River Port Authority and PATCO transit line. The DRPA/PATCO is a multi-
    state, multi-jurisdictional, critical transportation, infrastructure agency. HSEM works with the DRPA/PATCO police
    department to protect Tier 1 transportation assets serving the greater Philadelphia Metropolitan Area, the 6 th largest in the
    country.

  • DIRECTOR OF GOVERNMENT RELATIONS, GRANTS, AND COMMUNITY RELATIONS, 2002-2021
    Drive progress and problem resolution on transportation, infrastructure security, economic development, and transit
    issues by directing local, state, and federal program outreach, coordination, and integration. Ensure federal transportation
    and security grant compliance by administering contracts with federal and state agencies, contractors, and vendors.
    Maintain needed certifications and insurance requirements to safeguard project progress. Execute regional transit security
    plans, strategies, agency collaboration, and grant funding. Improve public relations by providing professional staff
    management and leadership. Increase funding by identifying operating grants, as well as, applying and administering
    earned funds.

    • Grant Obtainment: Increased grant funds from $9 million annually to $150-$180 million in federal grants.

    • Portfolio Diversity: Enhanced diversity of grant portfolio sources from one to more than five.

    • Fund Delivery: Secured funds instituted earmark captures for over $75 million.

    • Contractor Management: Drove funding acquisitions by managing outside lobbying contractors.

    • Organizational Chairperson: Serve as Chair of the Philadelphia Area Regional Transit Security Working Group since its inception in 2005; oversees over $20 million in regional projects.​

  • Over 32 years of service from enlisted to officer service. Rated Senior Army Aviator in various rotary wing aircraft including attack, scout and utility helicopters. Air Assault qualified and recipient of the Bronze Star.

  • US ARMY RESERVE, 78 TH TRAINING DIVISION | Fort Dix, NJ

    • LIEUTENANT COLONEL, AVIATION, 2014-2015

      • A key member of the G3-5-7 division staff. Managed two major reserve exercises for FY2015 (Warrior and CSTX).Worked with the training division G3-5-7 in preparing two major exercises per year.

        • Team Leadership: Served as assistant CHOPS for Warrior and primary CHOPS for CSTX.

        • Operation Management: Doubled as the Division G3 Air for Army Aviation support and operational missions.

  • US ARMY, COMBINED JOINT SPECIAL OPERATIONS TASK FORCE  | Village Stability Coordination Center - South

    • ​INTERIM DISTRICT ADVISER, 2012

      • Aided the Afghan District Governor in Shah Joy District, Zabul Province, Afghanistan. Served as a subject-matter expert
        for governance issues. Coordinated all coalition activities in the district. Partnered with the District Governor to progress security, governance, stability, and development policies. Assisted the US Army Special Forces A-Team assigned to this platform in a non-permissive environment in all matters of security, organization, and governance.

        • Policy Development: Established a ground-level perspective of the district-level government management to
          enhance and evaluate doctrinal experience from the first part of the CTC-A tour. Worked with the Romanian Army detachment to streamline and organize the coalition forces in Shah Joy District.

        • Advocated: at the Province Level on the behalf of the District Governor for the placement of a US Navy SEAL Team
          in the Eastern half of the District to augment the US Army Special Forces Team in base security and the training of
          Afghan local defense forces.

  • US ARMY, NATO TRAINING MISSION | Afghanistan (USAFOR-A)/ Counterinsurgency Training Center (CTC-A)

    • ​EXECUTIVE OFFICER/ SENIOR MENTOR, 2011-2012

      • Directed the District Stability Framework (DSF) program. Earned DSF certification and collaborated with assigned
        contractors to complete training classes for both resident and Mobile Training Teams. Executed curriculum review,
        development, and quality control. Taught students from coalition forces, NGOs, and other non-Afghan agency employees.
        Adapted the program for all levels of Afghan leaders to build a sustainable project.

        • Course Development: Created classes needed for the COIN Leaders Course (CLC) to develop both coalition force
          leadership as well as Afghan National Army leadership.

        • Relationship Development: Served as a counterinsurgency, stability, and governance subject-matter expert
          between the US and coalition forces, including CTC-A, and the Government Islamic Republic of Afghanistan, and
          international and local NGOs.
